Iulian graduated from the Law Faculty of the University of Bucharest in 1995. Prior to joining David & Associates, Iulian worked as a Senior Legal Consultant for Arent Fox Kintner Plotkin & Kahn, PLLC in Bucharest , Romania , from June 1999 to November 2001. He also acted as a Legal Consultant for Taylor Joynson Garrett in Bucharest from November 1997 to June 1999. Iulian was a Principal Legal Adviser with the Bucharest Stock Exchange from December 1996 to November 1997 and a Legal Adviser with Fininvest SA from August 1994 to December 1996. Iulian specializes in real estate, matters related to securities and the National Securities Commission and employment and labour law. He speaks English fluently.

Iulian has extensive experience in mergers and acquisitions, employment law and real estate transactions. He has assisted a variety of clients on pre- and post- merger matters, including competition issues, collective dismissals and operational restructuring. He has also worked on the World Bank funded PSAL II privatisations (21 in total) and advised clients on construction law problems such as lien priority questions, mechanic's liens, land use and zoning matters. During the last few years, Iulian has worked on a variety of transactions, including acting as lead counsel in the acquisition of a container port operation, drafting and negotiating a USD 120 million construction contract with the Ministry of Public Works and preparing and managing the due diligence of a power distribution company for possible privatization.
